This guide provides detailed information on the various scholarship options available for the 2025 academic year, including eligibility criteria, financial coverage, application process, and deadlines.

Estonia Government Scholarships

The scholarships are funded by the Estonian Ministry of Education and Research and managed by the Education and Youth Board. These programs attract international talent to Estonia’s universities and research institutions. These scholarship programs are available for the following categories:

  • Students pursuing bachelor’s, master’s, or doctoral degrees
  • Exchange students from partner universities
  • Participants in short courses such as summer and winter schools
  • Academic and research staff planning to teach or conduct research in Estonia

Note: Applicants from the Russian Federation and Belarus are not eligible to apply for the 2024-2025 cycle due to updated regulations.

Financial Benefits

The scholarships offer different types of financial support depending on the category of the applicant.

  • For Short Course Participants: up to 700 EUR to cover course participation fees, and 25 EUR per day for accommodation expenses. Support is also available for online courses (course fee only)
  • For Degree and Exchange Students: Bachelor’s and master’s students receive 350 EUR per month and Doctoral students receive 660 EUR per month
  • Scholarships are granted for a maximum of 10 months per academic year (for exchange programs)
  • Bachelor’s-level support is provided only for studies in Estonian language and culture
  • For Researchers and Academic Staff: Monthly grant based on academic status and agreement and opportunities for research, teaching, or academic collaboration
  • The bilateral agreement may include support for accommodation and travel expenses.

Eligibility Criteria

Applicants must meet specific requirements depending on the type of scholarship.

  • Must be a citizen of a country with a valid bilateral agreement with Estonia
  • Must be enrolled in a recognized institution or employed as an academic or researcher
  • Proficiency in English or Estonian may be required depending on the program

Short Courses

  • Must be enrolled at a foreign university for at least one year at the time of application
  • Must choose one specific course offered by an Estonian university

For Degree and Exchange Studies

  • Must have secured admission or exchange placement at an Estonian university
  • For bachelor’s-level studies, the program must be related to Estonian language and culture
  • Doctoral students must provide proof of acceptance and study plan

For Academic Staff and Researchers

  • Must hold an academic or research position
  • Should submit a research or teaching plan
  • Invitation from an Estonian host institution is required

  • Confirmation of enrollment from the home university

  • Admission or acceptance letter from Estonian university

Academic and Research Staff

  • Completed application form (unsigned Word format)
  • Proof of employment at home institution
  • Academic work or research plan
  • Invitation letter from Estonian host institution

All documents must be in English or Estonian. If originally issued in another language, a certified translation must be provided.

How to Apply for Estonia scholarship

Applicants must submit their applications by email to the Education and Youth Board during the designated application window.

Each applicant can choose only one course, which an Estonian higher education institution must organize.

Important Notes

The scholarship decision does not guarantee university admission. Applicants must secure admission independently.The number of scholarships is limited and highly competitive.

Only one course per person is allowed under the short-term study support.

After the course or study period ends, the scholarship recipient must submit a report to the Education and Youth Board. The short course scholarships also support online study.

Deadline for Estonia Government scholarship

The application period for Estonia Government Scholarships 2025 is open from March 17 to April 16, 2025.

For degree study scholarships, details will be updated in May 2025.
